Our Services
At the heart of local life, town councils play a vital role in giving communities a strong voice. As a key part of local democracy, Rhyl Town Council acts as the link between residents and the lead authority — Denbighshire County Council.
Unlike larger authorities, which must balance priorities across wide areas, town and community councils focus solely on the needs of their own communities. Through elected town councillors, local issues, plans, projects and initiatives are raised, discussed and, where necessary, challenged at county level.
Rhyl Town Council is made up of 22 councillors, including a Mayor, who serves as the council’s figurehead and represents the town at events both locally and further afield, and a Deputy Mayor. Councillors represent the town’s wards — defined areas of Rhyl.
The council is supported by four officers: the Town Clerk, Deputy Town Clerk, Finance Officer, and Communications and Administration Officer. Together, they support councillors in their work and liaise with residents, external organisations and Denbighshire County Council to serve the community effectively.
Most of the daily phone calls to the Town Council are about similar issues, such as bins, housing and council tax. These services are the responsibility of Denbighshire County Council, which can be contacted on 01824 70600.
While we are always happy to help by signposting residents to the correct services or raising issues on their behalf, the Town Council’s powers and responsibilities are different from those of the county council. So, what does Rhyl Town Council do?
At Rhyl, we:
Invest local money back into the community, supporting local projects, initiatives and services. For example, we fund an Energy Officer at Citizens Advice, who helps residents with issues such as fuel poverty, and an Appeals Officer at the Benefit Advice Shop. Both services support large numbers of people across the town.
Support activities and events that bring people together and help build community pride, including Rhyl’s Christmas illuminations.
Maintain and care for certain areas of the town, such as the Remembrance Gardens and a number of bus shelters.
Review and comment on planning applications, ensuring local views are considered.
Provide funding to support Denbighshire County Council services, including keeping public toilets open and supporting the Tourist Information Centre during the winter months. The council also maintains flower beds and planters throughout the town.
Rhyl Town Council works to a strategy which underpins all of its activities and decision-making. This strategy is built around five key themes:
- Social cohesion
- Health and wellbeing
- Environment
- Town centre and events
- Community engagement and communications
The Town Council’s approach is to work in partnership with local organisations, groups and individuals who are already delivering services across the town. Where extra support is needed — including financial assistance — the council helps projects to develop, grow and continue benefiting the community.
Rhyl Town Council raises funds through the council tax precept and reinvests this money directly for the benefit of the community. The council takes a careful and responsible approach to public funds and, as a result, has not increased the precept for a number of years.
Rhyl Town Council meets at least once a month (excluding August) to discuss issues affecting the town. Meetings are open to the public, and agendas and minutes are published online, ensuring openness, transparency and opportunities for community involvement.
